It is important to use this opportunity to improve the quality of those tools and techniques based on the lessons learned during the project.
CITIZEN MEDIA User Analysis Tool
This tool describes the Computer Literacy of a user or a user group. This is important early in the development process when one needs to know what skills and experiences the users have. Can they download videos; are they familiar with chat and e-mails? The design of a CITIZEN MEDIA service should take questions like these into account when designing a specific user group. It also gives an estimate of the user group's similarity with typical online community members with respect to ICT usage.
